The ‘Truth’ about Truth House Ministry Church & Dr. E.C. Fulcher Jr.

I was put in contact with Victoria a couple of months ago by Megan Benninger. If you don’t know who Megan is, she and her husband Dom have done the tireless work of creating a database to track predators in the baptist church, a task that the SBC was (and continues to be) quite unwilling to do. Their website is www.baptistaccountabiliy.org. Please donate to them if you can. The hours of work it must take for them to maintain this database, along with costs of equipment, web hosting and other expenses cannot be emphasized enough. What’s interesting is that two people can do what an entire organization can’t seem to pull off. It has nothing to with church autonomy, but everything to do with pastors not wanting to rat out their friends and cause problems in their church and everything to do with protecting pocketbooks and reputations.

Now on to Victoria’s story.

Who is Dr. E.C. Fulcher Jr.?

Earnest Clyde Fulcher Jr. (born approx 1951) is the lead pastor of Truth House Ministry Church (also known as City of Truth) in Abingdon, MD. I had never heard of this church, which is not surprising because it is very small, with only about 70-80 members. Along with pastoring Truth House, Dr. Fulcher also broadcasts over global shortwave radio and on THVBN TV. I was not able to access any of his online content, but I will explain the reason why later on in this post. Here is a short bio of Fulcher from the church website:

“Dr. Fulcher is the Founder of Truth House Ministry Church, Inc. At the age of seven, he was gifted to play several instruments and at the age of twelve started playing professionally before transitioning into the ministry in 1970 at the age of seventeen. His sincerity, dedication and no-nonsense approach, when preaching God’s word, led Dr. Fulcher to teach in several different continents. He appeared several times on nationwide television as the guest of Dr. Gene Scott. Dr. Fulcher feels very honored and blessed that God has allowed him to walk the path that he has. He acknowledges that the pinnacle of his ministerial life is being called to preach the Present Day Truth to the hagios. Dr. Fulcher also believes that his greatest compliments are when his pupils say that he teaches God’s word in a way that they can understand.”

Fulcher is the son of preacher (Earnest Fulcher Sr.) who is the pastor of Christian Fellowship Evangelist Tabernacle in Christiansburg, VA. 

I spoke to a former member of Truth House Ministry Church, who was able to provide some background on E. C. Fulcher Jr., since his online resume is a bit spotty. I was told that his early ministry career was spent in conservative pentecostal churches doing itinerant preaching. At some juncture in his career, he met Dr. Gene Scott and began following his teachings, which were quite different from his strict conservative upbringing. I was not able to determine if Fulcher attended college or seminary or if he holds an earned doctorate.

Admittedly I do not know much about Gene Scott, other than the fact that his wife Melissa Scott became his successor after he passed away. He met Melissa when she performed as a ‘pony girl’ model when he paraded girls in front of the church during services. It would take another entire blog post to explain the peculiarities of this man. This 1994 in-depth article from the L.A. Times pretty much sums up the legend that he is. 

And it proves that E. C. Fulcher Jr. is really just a Gene Scott wannabe.

He Speaks For God

Once E. C. Fulcher Jr. adopted the beliefs and practices of Gene Scott, he made some big changes. He started Truth House Ministry Church in Maryland and set it up exactly the same way Gene Scott set up his ministry. People who gave to the church were assigned an ID number and designated a ‘Truth House’ (Scott’s were called ‘King’s Houses’). They could call in and have special access to Fulcher & the church teachings. The members of the church worked shifts (called front lining) to take calls. 

Fulcher also relaxed his moral standards, and that led to a divorce from his wife. Fulcher has 4 children. All but 1 have left the church (one is deceased).

The members of Truth House Ministry Church believe Fulcher speaks directly from God, by divine revelation. This gives Fulcher a lot of room to make up rules and exercise a tremendous amount of power over his parishioners. While the average person might say they would never tolerate such foolishness or subject themselves to that level of control, you can never underestimate the charisma and manipulation of a man like Fulcher. There are a lot of completely level-headed normal people that get sucked into cults every single day. Just watch the Scientology documentaries or the folks that were in the Jim Jones cult or followed David Koresh. In the beginning these organizations and people tapped into people’s needs and presented just enough of what appeared to be truth to pique the interest of those searching for meaning in life. None of us is immune to being deceived.

 

E.C. Fulcher Jr. Apparently Made Claims that He Helped God Write the Bible

I found a Google message board where a discussion was had concerning Dr. Fulcher’s ridiculous claim that he had helped God author the Bible, based on the fact that he teaches man existed before his own incarnation. Fulcher surmises that he was probably hanging out with God when some of the Bible was written. Interesting stuff.

Strange Fire

Fulcher’s need for control has allegedly resulted in some very rigid requirements for Truth House church members. No one is allowed to miss church services for any reason (it’s considered a sin); parishioners are regularly shamed and punished by Fulcher from the pulpit by not obeying him implicitly. He controls every aspect of the members lives.

The worst requirements, however, are what Fulcher expects from the women.

It is alleged that Fulcher has several girlfriends and frequently requests sexual favors from female members of his church, which is considered ‘an honor’. Fulcher has reportedly arranged ‘marriages’ (which are ceremonies he performs – not legal marriages, which he believes brings a curse to the relationship) and has been known to counsel couples to divorce so that he can have access to the women. According to the former member I spoke to, Fulcher is a frequent patron of the local strip club, and some people have referred to him as a ‘pimp’.

You just never know what’s going on behind closed doors, do you?

Allegations of Sexual Abuse of Minors

Victoria grew up attending Truth House Ministry Church. It was all she ever knew. 

Her parents and her mother’s extended family moved to Maryland in 1999 to join Truth House Ministry Church, after listening to Fulcher’s preaching on shortwave radio and the internet. Fulcher encouraged out of state listeners to move to Maryland to join his congregation.

When Victoria was approaching her teens, E. C. Fulcher Jr. started paying more attention to her. He was known for talking about sex during sermons – a lot. Hearing him make sexual comments was not shocking or uncommon, until those comments began to be directed towards HER. Fulcher would compliment her appearance by telling her she was beautiful and sexy (remember Fulcher is the PASTOR of the church grooming a minor 50 yrs his junior), He also began constantly texting her. Victoria estimates this grooming behavior went on for about 2 1/2 years

The alleged physical sexual abuse started when Victoria was 14. Fulcher told Victoria that he wanted her to give him her virginity. (According to Fulcher, giving your virginity to him was considered giving your ‘First Fruits’ to the man of God‘)

Victoria says Fulcher sexually assaulted her at least 15 times over the course of 3 years. The alleged assaults took place in his private church office. Sometimes during these assaults Fulcher would take inappropriate photographs of Victoria. Fulcher also repeatedly requested that Victoria text him photographs of herself. Victoria states that he was adamant that she always delete their text communications.

“He would call me into his office and make me close the door He would take photos of me, make me sit on his lap, grope me and also would kiss me on the mouth……..I would also wear dresses to church and when I would go into his office my dress would ride up, so I would pull it down. He would frequently tell me to stop pulling down because ‘it was God’s will’ to let it ride up. He used to repeatedly tell me when I was underage to delete my messages and I always thought it was because of my parents. I never imagined I would be in this situation. He would preach about how we would go to hell for lying to a man of God or preacher, so I was always too scared to not delete things.”

At the time Victoria believed she was the only one being abused by Fulcher and was too afraid to speak out. Fulcher was the man of God and no one was allowed to question him. Unfortunately his culture of fear and domination allowed him to abuse others as well. Several of Victoria’s family members are victims of Fulcher’s: at least two are alleged to have been underage at the time of their abuse.

Victoria suffered greatly at the hands of E.C. Fulcher’s abuse.  When he found out that she had been intimate with someone else, he told her that her love life was so messed up because she didn’t keep her promise to give her virginity to him, which made her a liar. Victoria said this destroyed her mentally and emotionally. Miraculously, she was able to garner enough strength to distance herself from him as she approached the age of 18, putting a stop to the abuse.

The Truth Comes Out

In the fall of 2019, when Victoria was 21, she disclosed to her mother what had happened to her. She then went to the police to file a report.

But what she discovered next was worse than she could ever imagine.

ADDITIONAL VICTIMS

A person very close to Victoria disclosed that she was abused by E.C. Fulcher Jr. for many years. I won’t get into the details of her abuse here, as that is her story to tell for a different time. It is horrific. More victims started to come forward, including  another close friend of Victoria’s and several other women in the church (including a mother & daughter), as well as a victim who was underage when she was allegedly assaulted. Fulcher had even propositioned Victoria’s uncle, who is gay. The truth was this – Fulcher was using his position as a man of God to indulge his deviant sexual appetites.

Detective David Skica of the Harford County Sheriffs Department was assigned to Victoria’s case. A search warrant was executed for Truth House Ministry Church on 10/16/19. Fulcher’s mobile phone was confiscated and a forensic audit was conducted. I requested a copy of the police report and below are the results of the forensic review of Fulcher’s phones, cameras and computers.

The videos and photos discovered on Fulcher’s devices are gravely disturbing. I was so shocked after reading this that it took me a few days to process the absolute depravity of it. Victoria told me that the incidents recorded at Fulcher’s house were probably the ‘birthday sex parties’ that he would have, where everyone would walk around naked. As a woman in the church, it was considered an honor to be invited to Fulcher’s home to participate.

Also interviewed as a part of the investigation was one of Fulcher’s ex-wives. She provided information to the detective confirming Fulcher’s strange sexual activities, but would not comment on whether not he engaged in activity with minors. Victoria related to me that Fulcher’s ex-wife has admitted to her stepfather that Fulcher sexually abused Victoria’s stepmother when she was underage. Another victim who was underage at the time of her alleged assault by Fulcher, confessed to Victoria that she was raped. She declined to comment for this post. 

As is the case in many investigations involving sexual abuse by a church leader, Det. Skica was unable to obtain statements from any current or former members of Truth House Ministry church in order to substantiate Victoria’s claims of abuse. This is not surprising given the extreme level of control that Fulcher has over the church members. Victoria says Fulcher has repeatedly preached against involving authorities in church matters, threatening eternal damnation on those who did. Even those who have left the church are too afraid to speak out against Fulcher or the church, fearing their souls will be lost.

Below is the full redacted police report from the Harford County Sheriffs Department. The interview with Fulcher is a case study in how (alleged) sex offenders respond to questioning. I’ve actually witnessed this type of language and minimizing in person when I sat on a jury for child sexual abuse case. It’s quite chilling. Det. Skica’s assessments are on point, in my opinion.

After the police report was filed and the church was searched, it caused a tremendous amount of stress for Victoria’s family. Her mother & stepfather had stopped attending Truth House Ministry Church, which resulted in them being completely ostracized by the church community.

The case was suspended by the Harford County Sheriffs Department, since no evidence of photos or videos of Victoria when she was underage were discovered. Victoria was disheartened that more could not be done. I am not familiar with the laws in the state of Maryland, but I have to wonder why charges could not be brought against Fulcher based on Victoria’s testimony? There are many child sexual abuse cases tried on the testimony of the victim without video or photographic evidence? RARELY is there evidence in these types of cases, as abusers abuse in secret. Also the investigators did not subpoena Fulcher’s or Victoria’s phone records, which could have revealed inappropriate communications. 

Initially Victoria’s father & stepmother were supportive of her coming forward about the abuse, but then abruptly blocked her on social media and cut her completely out of their lives. Victoria believes this was because of a sermons that Fulcher gave where he told the congregation that the “sheep should not testify against the man of God.” 

Before a recent move, Victoria reached out to father one last time, and he responded. He offered to help her with a car purchase. Like before, her father abruptly rescinded his offer and blocked Victoria once again. She suspects he may have told Fulcher of his plans and was advised to not help Victoria.

Victoria’s father and stepmother still attend Truth House Ministry Church. 

Paranoia Sets In

Like many cult leaders before him, Fulcher became paranoid when he was exposed.

When I spoke to the former church member, she said that Fulcher became so paranoid after the ‘raid’  that he took down all of his public audio and video teaching. Now only authorized ‘Truth House’ members can access Fulcher’s content, or those who respond to the invitation on the website. I did not attempt to access his content by invitation, as to not alert attention to the fact that I was looking for information for this post. It would be interesting to know what process someone has to go through to hear Fulcher’s teaching.

 

B.I.T.E. MODEL

Steven Hassan is a cult expert and former member of the ‘Moonies’ (Unification Church). He is now a mental health provider and has some incredible resources on his website, Freedom of Mind. His B.I.T.E model is one of the best explanations of cult mind control that I’ve read. I do not hesitate for one second to call Fulcher a cult leader. In my estimation he is more than likely a malignant narcissist paired with possibly several other mental disorders (sexual addiction, paraphilia, etc). His methods of control certainly line up with Hassan’s B.I.T.E. model:

  • Promote dependence and obedience
  • Modify behavior with rewards and punishments
  • Dictate where and with whom you live
  • Restrict or control sexuality
  • Control clothing and hairstyle
  • Regulate what and how much you eat and drink
  • Deprive you of seven to nine hours of sleep
  • Exploit you financially
  • Restrict leisure time and activities
  • Require you to seek permission for major decisions
  • Kidnapping
  • Beating
  • Torture
  • Rape
  • Separation of Families
  • Imprisonment
  • Murder
  • Deliberately withhold and distort information
  • Forbid you from speaking with ex-members and critics
  • Discourage access to non-cult sources of information
  • Divide information into Insider vs. Outsider doctrine
  • Generate and use propaganda extensively
  • Use information gained in confession sessions against you
  • Gaslight to make you doubt your own memory
  • Require you to report thoughts, feelings, & activities to superiors
  • Encourage you to spy and report on others’ “misconduct”
  • Instill Black vs. White, Us vs. Them, & Good vs. Evil thinking
  • Change your identity, possibly even your name
  • Use loaded language and cliches to stop complex thought
  • Induce hypnotic or trance states to indoctrinate
  • Teach thought-stopping techniques to prevent critical thoughts
  • Allow only positive thoughts
  • Use excessive meditation, singing, prayer, & chanting to block thoughts
  • Reject rational analysis, critical thinking, & doubt
  • Instill irrational fears (phobias) of questioning or leaving the group
  • Label some emotions as evil, worldly, sinful, or wrong
  • Teach emotion-stopping techniques to prevent anger, homesickness
  • Promote feelings of guilt, shame, & unworthiness
  • Shower you with praise and attention (“love bombing”)
  • Threaten your friends and family
  • Shun you if you disobey or disbelieve
  • Teach that there is no happiness or peace outside the group

What Now?

I am personally and deeply grieved for this family. Victoria is a hero in my book, and I am so grateful that she trusted me with her story. I have advised her family to contact G.R.A.C.E. (Godly Response to Abuse in the Christian Environment) to help them get some resources to deal with the trauma of what they have lived through for the last 20 years.

I believe that Earnest Clyde Fulcher Jr. is a very sick and dangerous man that needs to be stopped.

While it seems that law enforcement’s hands are tied, at least we can sound the alarm. If you know anything about narcissists, they absolutely HATE to be exposed. Fulcher has worked very hard to control his online presence & reputation, and minimizes his exposure. This post is going to make him very angry.

I also believe there are innocent women and children who are members of his church, that are in danger. My hope is that by telling Victoria’s story and exposing these shocking truth’s about Fulcher, someone will do something. I plan to contact media outlets and alert them to Fulcher and his church (cult). Only when the abuse is dragged out into the light, will the ones being abused be able to see how they are being deceived.

I also was a member of this church for about 10 years. I visited at the age of 19 alone. A 30 something year old man at th e church bought a plane ticket and hotel room for me for the week to visit. No one offered anything to my brother or father who was involved in the church at the time too. After I got there, everyone was kind and welcoming, but Fulcher told me I had good looking pics on Facebook and asked if I was dating the man who bought the plane ticket and stuff for me.… Read more »

I just want to show just how disgusting and depraved this man is, without showing victims faces. It shows you just how this man would act with more privacy. I’ve listened to him on and off for 30 years. This is no surprise to me. Back when he used to stream his old sermons from his site his staff would leave in the bits of his dirty talk , and making public examples of people during service. I always thought this was like a cry for help from the people editing the tapes. I love his teachings for the most part, he is pretty smart about alot of things, but thats why he is able to do what he does with his group of disenfranchised people and their children.… Read more »

I agree with you. He definitely uses what he teaches to get what he wants. As far as his message and teachings on God and other spiritual things, because of his hypocritical behavior, he’s managed to steer me in the direction of not trusting any human being with “guiding” my spiritual life. When Fulcher preached a message he felt was specifically for the “in-house” members, many times he would say “do not go casting your pearl among the swine” (Matthew 7:6). And would threaten that whoever goes talking publicly about the teaching that was being brought to you, he prayed that God would blind you, or make you go deaf so you could never hear God’s word again because you weren’t worthy of it. Definitely something else that prevented people from going against the so-called “man of god”.

Another behavior of a narcissist is that they are known to spread rumors, gossip, and pitting individuals against one another for personal gain or just mere control. And dont forget right after Fulcher’s daughter passed away he told the whole church that the reason she got cancer and died was because she left the church… how more manipulative and sociopathic can he get! Just another story to share as I was part of this “church” for 20 years, from the age of 13 until 33, I was responsible for bringing in some of the members. I would invite different people I considered my friends at the time. Some really enjoyed the services and would come back, and some enjoyed but felt like it wasn’t for them. I have pictures to prove did at some point have several “girlfriends” or “wives”. I won’t post them in respect to the victims. But as the author of this article mentions, it’s not surprising at all that these people would jump to this cult leader’s defense. They don’t know any better than to cover up his transgressions. Can you believe I’ve even heard him speak about this Alana on the WWCR radio broadcast . I have heard him name and shame people on pretty much every episode..as well as constantly talking about Sex. Another thing to add, E C Fulcher, Jr. might not be a frequent patron of strip clubs lately, but he bragged about the fact that he would be able to go to the strip club and not be recognized for being a preacher. Growing up Catholic, and mother of a 23 yr old son who was falsely accused of rape at 16, I can not understand why people only look at one side. Let me tell you what happened in our case…a girl in his sophomore class accused my son of rape. To call this article “an opinion piece” is pretty arrogant. Anyone who believes that these accusations are false does not fully understand the nature of the damage done by the sexual violation, both physically and mentally. It’s not just one individual coming forward, but multiple with aligning stories. when I was first informed about Victoria’s story, I was angered. A man in a position of power abusing it in the name of god. Angry that I couldn’t do anything to right the wrongs caused by this so called pastor. It is not simply just an opinion if there are multiple women coming forward, these become testimonies of their encounters with this man. The article clearly states that the preacher mentioned had told the victim to delete her messages, which was a command trend throughout many of the victims spoken with. There is not always evidence in delicate cases like these but commonalities amongst victims’ stories can build a case. The police report is important because it clearly states the time of man E.C. Fulcher is and his sick sexual obsession.

Not defending anyone or anything. Just judging anyone based on the story above when the police investigation yielded no facts to back up the claims against this individual. I am sure the police questioned many people and the stuff they found didnt confirm anything. Last i checked it was still innocent until Proven guilty.

Having experienced my own similar situation I am fully aware of how a someone can claim to preach God’s word and do dastardly things at the same time. Thank you to Victoria for telling your story, and having the courage to let your voice be heard. This could possibly save another girl from going through this same trauma. And thank you to the author for not only articulating her story, but also having “reciepts”! I pray that this encourages more victims to come forward, and that this shameful man has to pay the price for what he has done.

I’m from the San Francisco Bay Area where Gene Scott had his own cable station. He was outrageous, but not enough to be arrested. He mostly talked about the end times, made please for funny, and had his pretty “girls” (as he called them). It was a relief when the station came down. His successor sounds like a lot more dangerous than Scott ever was.
